The City of Winsted is committed to responsible financial management, transparency, and accountability in the use of public funds. Each year, the City prepares an annual budget to guide municipal operations and capital improvements, while also undergoing an independent financial audit to ensure compliance with applicable accounting standards and sound fiscal practices.

Annual Budget

The City’s annual budget serves as a financial roadmap for providing essential public services, maintaining infrastructure, supporting public safety, and planning for future community needs. The budget process typically includes:

  • Review of departmental needs and operating costs
  • Evaluation of capital improvement priorities
  • Revenue projections, including property taxes, state aid, fees, and other sources
  • Public discussion and City Council review
  • Adoption of the final levy and budget in accordance with Minnesota statutory deadlines

The adopted budget reflects the City Council’s priorities while balancing service levels with fiscal responsibility.

Annual Audit & Financial Statements

An independent certified public accounting firm conducts the City’s annual audit of financial records for the previous fiscal year. The purpose of the audit is to provide an objective review of the City’s financial position, internal controls, and compliance with governmental accounting requirements.

The annual audit includes:

  • Review of revenues and expenditures
  • Evaluation of financial reporting practices
  • Examination of internal controls and procedures
  • Review of debt obligations and fund balances
  • Preparation of audited financial statements

Upon completion, the audit report is presented to the City Council at a public meeting and made available to residents.
