Residential Refuse
The City of Winsted coordinates residential refuse services within the City through the services of a contractor. The City currently contracts with Waste Management, Inc. for refuse collection. Residential refuse collection occurs every Tuesday. Please have your carts out to the curb by 7:00 a.m. for collection. Holidays may delay the collection schedule by one day. Refuse customers are billed directly by Waste Management.
Only haulers under contract with the City may collect the garbage or other refuse from residential dwellings within the City.
In addition to the weekly refuse collection, Waste Management can provide special materials pickup curbside. The resident will be billed directly for the pickup of these items. Waste Management also assists the City of Winsted with a community "clean-up" event in the spring, which is held at the Public Works Building on 6th Street South.

Commercial Refuse
Commercial properties may contract for refuse collection with any haulers currently licensed in the City of Winsted. A list of licensed haulers can be obtained on this site or at City Hall. Collection days for commercial refuse will vary depending on the hauler. Commercial refuse customers are billed directly by the hauler.
A license is required to collect garbage, other refuse, or industrial waste from any person, property, or business located within the City of Winsted. The City Council will consider any application for a solid waste hauler license. If the applicant is licensed to collect in McLeod County, is responsible, has a good record of operations, is in compliance with applicable legal requirements, and has the proper equipment, facilities, resources and personnel to provide good quality collection service, and it would be in the public interest to do so, the City Council may direct the City Clerk to issue the license to the applicant. Applicants must also submit a certificate of insurance containing the terms, as well as the fee that is determined annually by the City Council.
Hours of Operation
- Haulers servicing commercial establishments must operate between the hours of 6:00 a.m. and 8:00 p.m.
- Haulers servicing residential dwellings or multiple residential dwellings must operate between the hours of 7:00 a.m. and 5:00 p.m.
- No collection of garbage, other refuse, or industrial waste shall be allowed on Sundays.
It is unlawful for any owner of an occupied residential dwelling, multiple residential dwelling, or commercial establishment not to have periodic collection or disposal of garbage or other refuse as required by ordinance. It shall be unlawful to dump or bury garbage and other refuse in the City.
